Add yaml parser to php.ini file

First of all is the PHP yaml parser included with XAMPP? If so how do I activate this on OSX?

No, yaml is not included in Xampp. Yaml is part of the PECL Package.

You need the Xampp Development Package, then the Source Package of yaml and finally you have to build your own module, this is a pretty difficult task. I am not sure if you will succeed.
