INTL extension for xampp

Hi,
Im trying to install gocart (running on codeingiter). But I have a problem.

Fatal error: Call to undefined function locale_get_default() in /path/to/my/install/shop/gocart/migrations/003_gocart2_3.php on line 252

I read I need the INTL extension. Here are some information

I've downloaded this extension, but I have no idea how to implement it for my mac - xampp (1.8.3-2).

If you guys have some idea, Ill be really thankful

There is no installation for mac.

If you are highly skilled, you may try to compile and install on yourself. But this requires deep knowledge about operating system, compilers, PHP etc.
