Xampp security problem

Hello everyone ,i will try to be short.

I've installed xampp 1.8.2 at my machine Snow leopard 10.6.8.All the lights of the servers are green (Mysql, proftpd, Apache) but when i select to open application then safari browser pops and says "Safari can't connect to the server.Safari can't open the page " htttp://localhost:2500/"because safari can't connect to the server "localhost" . Now from the research that i made i found out that the error is at the file under XAMPP/xampfiles/etc/extra/httpd-xampp.conf and more specifically at this part:

I'v tried with plenty of ways to change this such us , add a line that say allow from 127.0.0.1/8 or allow from 127.0.0.0
or i changed the "Deny from all "line to "Allow from all".But still no luck.Any thoughts?

p.s. Also when i clicked at xampp/xamppfiles/bin/apachectl i got this error message
"(48)Address already in use: AH00072: make_sock: could not bind to address [::]:8088"
