WordPress Menus Malfunction

I'm experincing a problem where WordPress Menus are not loading properly. What I mean is when I create a new menu, in the dashboard, it will save to the database but won't appear in a tab. So I can't edit the menu or add it to a location. I can see in the database that it is saving and I can't create more than one menu with the same name.

As far as I can tell every other aspect of wordpress is working properly. This is happening on each new install of wordpress and I've tried multiple versions. Has anyone else experienced this error before?
