installing developer package?

hi, quite new to this, was wondering anyone can either provide me w/ some instruction as how to install the developer package? or point me somewhere that has it?

i'm trying to use the function ZipArchive::, and after checking php.net and phpinfo, seems like xampp does have --with-zip on, but still it says no class found.

please help...
