xampp shows all components as DEACTIVATED

From the xampp home page, when the Status link is clicked, all of the components show as DEACTIVATED.

I see the message under the window that says:
"Some changes to the config sometimes may cause false negatives."
But it's still a bit disconcerting.

Does anyone know how to rectify this?
