after upgrade 4k sql files will not import

I had an issue previously fixed that has returned with the upgrade.
I receive the following error when I try to import SQL files that are relatively small 4k:
Either no file name was submitted, or the file size exceeded the maximum size permitted by your PHP configuration. See FAQ 1.16.

Is there a line in a file somewhere that I need to modify?
How can I fix this error?

I found the solution.

I had to uncomment the upload_tmp_dir line and add
upload_tmp_dir= "/tmp" in the php.ini file.

The import function works great now.
