I've seen that or something similar(mysql) to that before. It usually comes up if I start and stop or restart xampp a few times in a row before closing the control panel. Since, when I start and stop xampp, that message is a rare occurrence, so rare I'm not concerned with it; I don't think it is a big deal unless the error is consistent, keeps coming back.
