XAMPP can't be run as a regular User.
There is no way to fix this issue.

Hi Dennis,

I circumvented this drawback using a somewhat similar product called MAMP by installing MAMP in a directory called 'Applications' in the underprivileged user's home directory and then symlinked the MAMP directory out of the system's applications folder (you can do this as the admin user in the terminal):

$ su - admin
$ cd /Applications
$ ln -s /Users/<user_name>/Applications/MAMP MAMP

Maybe this works also for XAMPP on MacOS X.

Good luck!

Hi,

this will not work for a very simple reason.

Ports below 1024 can only be opened by an admin/root.
Services with Ports below 1024 in XAMPP:

Apache 80/443
FTP 21
