PHP INTL required and installation not working

Thank you for any assistance that can be offered.

I'm running MacOS Big Sur 11.6.6 and have installed xampp-osx-8.0.25-0. I am trying to install the latest version of OSCommerce locally in the environment and it appears to require php intl in order to install.

I have tried to install php install using sudo pecl install intl. I receive an error that 'phpize' failed. The line before the error is:
- autom4te: need GNU m4 1.4 or later: /opt/local/bin/gm4

Any help would be greatly appreciated.
