XAMPP 7.2.23 not showing webp support on gd

Our production server is running 7.2.23 with webp support, windows xampp has webp support but for some reason on ubuntu there is no webp support regardless of how many apt-get webp libraries I install, I'm just trying to test some webp code on Linux but I can't because the library just isn't supported. I don't know what to do at this point, I've spent about 6 hours researching and I'm out of ideas!!!!!
