How to run XAMPP standard user (not root)?

Linux Mint 21 - XAMPP 8.1.6-0
I'm new using LM21, I like it very much, I have installed XAMPP 8.1.6-0 and it runs ok in my admin account. I've created a standard user "userx", but I can not run XAMPP in "userx", because that user has not sudo "rights". Are there ways to start & stop XAMPP (MySQL, phpmyadmin too) in a standard user account without sudo/root password? May be another password or no password? I need "userx" must not know the sudo password.
Excuse me, my English is bad, a hope someone understand my text.
Have a nice time. Thank you very much.

Thanks Nobbie.
Do you have an idea or advice? What can I do if I have standard accounts for students and I need to run XAMPP when they are loggen-in?
Have a nice day.
