Can't connect to FTP

I'm running lampp 0.9.9a with patch on redhat 9.
When i try to connect to the ftp server the following error happens:

Connecting to ftp server 10.0.0.150:21 (ip = 10.0.0.150)...
ERROR:> Can't connect to remote server. Socket error = #10061.
