In old versions I remember that there were packages to upgrade.

Example: https://sourceforge.net/projects/xampp/files/XAMPP%20Linux/1.4/

Why are they no longer made?

I have updated my xampp 7.1.4 and the installer made a clean installation. Breaking all my configurations.

This is 15 years old stuff and it never worked out very well. Its by far too complex to upgrade a distribution like Xampp, therefore there is no upgrade procedure since many many years. There are only full installations.

If you like to upgrade components, dont use Xampp, use the repository based installs of your linux distributions. But then you have at least to do many configurations on yourself, also most distributions are based on older releases, thats the disadvantage of using repositories.
