problem for new a user in phppMyAdmin

There maybe one issue for create new user:

When I use root login and create a new user with host name % and set the password.
The user password not correct work. it login by empty password.

And after set host name , it's correct . Why?

because you are not logged in with the user you expected. Instead an anonymous user is used.
You can verify that after login if you execute the SQL-Statement
