Are there any ways we can add MaxScale into the xampp mariadb?

I dont think so. I have looked on MariaDB Site for MaxScale, there are only installer packages for native Linux versions (Ubuntu, Debian, SuSE etc.). You should not use Xampp, use the native MariaDB packages (and Apache/PHP) from your Linux distribution instead, if you want to use MaxScale.

Xampp is a development tool anyway, as far as I understand, MaxScale is used for productivity, but you dont need it for development only.
