Performance of lampp server

Hi All

I have a CentOS server on which lamp is installed. The concerned team using the server is hosting some content using this server.

The issue is that at certain times the web page does not load at all or takes a long time to load and at the other times it loads normally.

The memory utilization is the almost the same when the page is loading and when it is not, about 98% utilization.

How do I troubleshoot if it is an application related issue or due to server performance.

Also swap is not being utilized at all though memory utilization is close to 98-99%, is there a way where we can make the lampp service use swap.
