No privileges to create database

I've been working on this for several hours now. I can get to local host and all the demos. I can login to php myadmin, but when I click Database, Create Database has no privileges. I have searched this forum and have found no solution.

I have created the config folder in phpMyAdmin as per the manual instructed. Both the folder and the config file have world readable and writable permissions.

Can anyone help with this before I go insane? Tell me what you need from me and I'll post it back.

Did you login on phpMyAdmin as 'root'?
