Help Installing rpm's

I have already installed xampp and xampp-devel OK. Now I need to get two rpm's for redHat EL they are php-devel and httpd-devel. How can I install these within xampp? httpd-devel and php-devel are already installed on the system but not under xampp. How can I get them to be under xampp?
