add users to proftpd

I'm busy building a webserver for my internship company, it'll be used for digital signage. I'm running Xibo server and client on the same machine (environment friendlier) everything is working fine, except that i can't create new users for ftp.
i have already tried a virtual host script, but xampp couldn't start proftpd with the virtual host script.
i've also tried to use a userauth file, but that doesn't seem to work for me, or I'm doing something wrong.
I know there is a option to add users to the host machine, but it would be more nice to use virtual ftp users.
