I have installed xampp in Ubuntu, and it was working, then, randomly, for some weird reason that i am unaware of, when i went to http://localhost/, it would open up /var/www/index.htm. I tried making it a php file, and i could only download it, the server wouldn't execute it. I tried restarting xampp, and it kept saying:
Starting XAMPP for Linux 1.7.3a...
XAMPP: Another web server daemon is already running.
XAMPP: Starting MySQL...
XAMPP: Starting ProFTPD...
XAMPP for Linux started.
i got so frustrated, i reinstalled Ubuntu and xampp. It was still happening. Thank you in advanced for wasting your time helping this noob.

check if Apache is installed in Package manager. If it is just uninstall it. This might help.

I guess it gets there by default when you install Linux.
