403 on all subdirectories on xampp+reinstalling doesn't fix

I was just using xampp as normal and then after backing up my data it's now throwing a 403 error upon me. For my director known as "project_pages" on my localhost. It then decides to take it upon itself to not reveal the standard xampp page that it used to ie the localhost/xampp that looks like the index.php page and says that i have no index.php file even though nothing's changed what so ever except i've backed up my data. I've tried restarting/rebooting and nothing does anything.

I think that i may have to actually set up everything myself individually since nothing seems to be able to fix this problem.

how exactly did you 'backup'?
