Apache Friends Support Forum

Ok so i want to connect to my mysql database out side of localhost i have forwarded all the ports and such and have a no-ip address butt i cannot access the database unless i use localhost i have looked for some tutorials for this and haven't got very far i have tried to find the bind-address in the my.cnf file but the line doesn't exist also i am unsure of the address that will be accessing this database.
