Xampp will not install please help

I am trying to install the linux version. I have windows vista. At the command prompt area when i add.

tar xvfz xampp-linux-1.7.2.tar.gz -C /opt

Since xampp is on my dedktop i did the cd and change to desktop before that

I am getting an error 'tar' is not recognized as an internal or external command, program, or file

What am i doing wrong?
