Network issue

It seems strange to me that I can not run XAMPP while I am dis-connected from the Internet. My ISP goes down once in a while, and when I try to fire up a local project using XAMPP, (which starts fine), it gives an error message that I am "Off-line". I knew that...

Any ideas how to run XAMPP/localhost with no internet connection?

Ubuntu 9.04/XAMPP default installation in /opt/lampp
Cable internet connection
