Securing /xampp

My .htaccess file does not secure http://localhost/xampp, but if I drop the file in any other directory, the user/pass prompt loads fine. Any ideas?

if you have once correct authentification (after secure) and your browser save allways your password locations, then is this reaction normal.

and empty your browser-cache

It's not the cache because my other pages are secure. It just doesn't recognize my .htaccess file for some reason. I can place the .htaccess file in any other directory on my computer and it works fine.
