Enable mailparse php extension

I have installed the stock xampp and am wanting to run cerberus helpdesk, this requires me to have mailparse enabled but I cannot figure out how to enable it.
All the how-to's seem so simple yet non of them have worked.
Please if anyone can help that would be great.

look at your phpinfo there is a path to your php.ini

here can you enable your mailparse
