problem spanish language and oracle database

I have installed the last version of xampp 1.6.5a and all works fine. I only have a problem: when I do an php script that connect to a oracle database, and I have data with accents and 'Ñ', this is not listed correctly.
In other versions of xampp I configured the php.ini, locales.conf with the options to the spanish language and I hadn't any problem, but with the new version I couldn't solve it.
Someone can help me?
