proftpd's passive mode is not working.

proftpd's passive mode is not working.

My machine is fedora core 6 i386 and xampp 1.6.0a.
And selinux and firewall disabled.

My proftpd.conf is::

ServerName "ProFTPD"
ServerType standalone
DefaultServer on
