Proftp problems

I have lampp latest running on fedora core 5. I have 3 users and groups for proftp. I can log in with those users and see all the correct files over the network, but I can connect over the internet using my ip address, but the connection hangs after "CMD LIST". Here is the log i recieve.

Response: 215 UNIX Type: L8
Status: Connected

Command: PWD
Response: 257 "/" is current directory.
Command: TYPE A
Response: 200 Type set to A
Command: PASV
Response: 227 Entering Passive Mode (192,168,0,169,172,223).

I have verizon dsl, is it possible that verizon blocked port 21, like it did port 80? I switched apache to port 8080, should i switch porftpd to another port? If so how? Thanks for your time...
