ProFTPd Connection Hangs

I just installed XAMPP Linux 1.5.1 and I am trying to FTP to the server.

I ftp to the server just fine. I log in just fine.

I try and do a 'ls' and I get this message:
230 User jasher logged in.
Remote system type is UNIX.
Using binary mode to transfer files.
ftp> ls
229 Entering Extended Passive Mode (|||1065|)


After that message it just sits there forever. After a few minutes, it works, I get this message:

200 EPRT command successful
150 Opening ASCII mode data connection for file list

What is the problem? Other programs that I am using to ftp to this machine will timeout because of this psudo-hang. I haven't made any modifications to the proftpd.conf file.
