Compiling pspell for XAMPP

I tried to recompile PHP 5.0.3 for XAMPP using --with pspell. I know that my installation of pspell is correct because I was able to compile it for another installation of PHP for another apache on the machine. However, when I try to compile it for XAMPP using

A few seconds into the installation I get

Sorry, I cannot run apxs. Possible reasons follow:

1. Perl is not installed
2. apxs was not found. Try to pass the path using --with-apxs2=/path/to/apxs
3. Apache was not built using --enable-so (the apxs usage page is displayed)

The output of /opt/lampp/bin/apxs follows:
cannot open /opt/lampp/build/config_vars.mk: No such file or directory at /opt/lampp/bin/apxs line 218.
configure: error: Aborting

You have installed the devel package of XAMPP, too?
