I already have webmin will this affect xampp if i installed the webmin addon in addittion?

in a unrelated issue is this a forumn template ? I have been to many forumns and see this same layout ..... same text...same buttons everything......is it free and can i be directed to where i can download it..
This question is directed to Xammp Administrator who might answer my initial question.
