Please Help: Creating Users In MySQL

Awesome program, but I'm having one problem... How do I create MySQL "users"... Like when you call mysql_connect() you need a username and a password... I know I can just use root and that password, but I would like to be able to create other users/passwords to give to friends. I've looked through all of the conf files I could find, with no prevail...
I'm sure this is really easy, and that's its going to really piss me off when I find out how easy it is, but really - I'm clueless
