when i start the server by going to xampp_start, and try to go to http://localhost, does it ask me for a passaword and if i click cancel, it says im not authorized to view the page. the passwords in the readme dont work, so where am i suppose to find this password ro create one?

XAMPP for Windows?

BTW:
XAMPP is really running and not IIS? (There is no pasword in XAMPP for "http:/localhost"-access)

thanks man, Im totally new to running servers on my computer, for some reason i was running IIS at the same time, but i uninstalled it and it fixed the problem. sometimes i question my own intelligence.
