/xampp/tmp will not allow write access

Session save path .;c:\apachefriends\xampp\tmp, Unwriteable

this is the error i received when i was installing a cms on my xampp server. so i went to xampp/tmp and checked it's properties. i unclicked "read only" on the folder, but it keeps automagically reclicking itself. it will not let me detoggle the read only option on the tmp folder. =)

my question is obvious, what do i do? =) lol

1st: Is this the correct path: "c:\apachefriends\xampp\tmp"?

2nd: Change this setting in php.ini to:
