Okay I reset some of the xampp files so on the splash
it has a link to my archived portfolio and my current projects,
besides the two links (english or german).

Now I click english -> and I edited it so the frame
loaded is the status page, not the welcome.

I notice something odd; a day ago
all but Perl with mod_perl was "Activated" even
though only Apache and MySQL was turned on...

Today its same, except SMTP and Perl w/ Mod_perl is off this time.
Rest is turned on; again, only Apache and MySQL was turned on...

Any ideas as to why this is/has happened?

Found the problem; I thought I had completely turned off IIS,
but it appears I forgot to turn off the SMTP and FTP services...
