XAMPP does not work

Hello, I have installed XAMPP, reinstalled, and changed ports. It does not work. The XAMPP dashboard says it is running. I have cleared the browser cache and used different browsers. When I try to go to localhost or localhost:8080 the browser says "Hmmm....can't reach this page" I would appreciate any feedback and would particularly like to speak with someone in real time.

Why did you change Ports? Its not recommended.
How did you change Ports?
