I'm have been trying to access my localhost page for a while now, to access my Wordpress website landing page.

Unfortunately I keep getting this error. I have tried the 5 common fixes i.e. Flushed DNS, changed port to 8080, turned off firewall, Delete domain security for 'local host' and checked that apache was running (which I am fairly sure it is).

Nothing has worked or got me remotely closer to accessing my local host. Really stuck and need help.

ERR_CONNECTION_REFUSED just means that your Browser tried to request that ressource and does not get a positive response.
In most cases that means that there is no Webserver listenung on this IP/Port.
First you should check which program is listening on that port you requested (keyword: netstat).
If you change the default port for Apache (which we do not recommend) be sure that Apache really listenes on the new port and that you add this new port to every request in your Browsers address bar.
