127.0.0.1 does NOT work

Yesterday I did power off.

I do power on.
I open the XAMPP Control Panel.
I click the start button for Apache.
I click the start butto for MySQL.
All works fine.
However when I open the index.php by the url "127.0.0.1", It says like the following.

Forbidden

You don't have permission to access this resource.
Apache/2.4.54 (Win64) OpenSSL/1.1.1p PHP/8.1.10 Server at 127.0.0.1 Port 80

when I open the phpmyadmin by the url "127.0.0.1/phpmyadmin/", The phpmyadmin open well.

Why does NOT "127.0.0.1" open?
How to fix it?

Look into the access log and into the error log, there should be more information. What is the DocumentRoot? Did you change any configuration? Did you install any applications (i.e. Wordpress etc.)?

Give us all informations.

You actually messed up totally your installation.

1) The error message says "Cannot serve directory F:/load/: No matching DirectoryIndex" - but you dont show us where you used "F:/load" in your config.

2) "F:img" in your VirtualHost misses directory slash

3) F: and S: are ambigous drive letters. What is meant by these? Drive letters of network drives and usb drives have a very limited scope.

4) What is the DocumentRoot of 127.0.0.1 (localhost)? You did not show us the VirtualHost for localhost. Same for 127.0.0.1 - no VirtualHost here.

There are pretty many errors, that configuration never worked. You definately changed a lot before shooting down the PC without testing it.
