'logs/xdebug_log' could not be opened.

I tried to search the forum but it looks like search wasn't working...

I keep getting this in my PHP logs -> 'logs/xdebug_log' could not be opened.

I am running XAMPP on Windows 10 as an administrator.

I tried creating a blank xdebug_log file in D:\xampp\php\logs but it didn't help.
