Why do I see this "wait cursor" onscreen?

I have copied my production into my local XAMPP for some updates, but there seems to be some slowness that does not exist on my production server at Cloudways that results in a busy icon of some sort showing up onscreen that looks like this - > https://i.imgur.com/WtjhLb1.png (you can se it behind the "a" in Vacation). Sometimes it spins for a few seconds. I never see it on the production server. Any ideas?

You didnt provide any information, how can we know what is causing the wait?

Maybe the software on production server has any kind of cache avticated? I dont know, as we dont know nothing. I dont think your application is a simple HTML file. Its probably a sophisticated PHP Script with a large database. What we dont know (as said).
