error xampp in changing ports

Hello everybody! I am totally new and I do not have much idea, sorry if the topic is repeated.
I have install xampp in order to install Wordpress, the thing is that apache and mysql are inactive and cannot connect. I have looked for the solution and it is about to change the port, but when I do it in Config I have this error: cannot create a file "C:\PogramFiles\xampp\xampp-control.ini. " Access is deny.
Can somebody help me to solve this issue? Thank you very much
