XAMPP not showing site domain in links

We have a site live on the web that has a bunch of links to pages of properties. In the inspector, the code looks like this....



In the live site, when you hover over the images you get a link complete with the site domain, but when I hover over (or click) the same links in the XAMPP site it leaves out the website URL (which I assume if the folder name of the WP site on XAMPP).



The general settings look OK.


So what am I missing?

The same site works in Local by wp engine. Local shows the entire path (including the domain), while XAMPP does not.
