Perl Add-on: "XAMPP win32 not found"

I tried to use the Perl Addon .EXE version, but it said:
"Perl Addon 1.4.9 Setup
XAMPP win32 not found. Unable to get install path"

I then tried to use the ZIP version, and I put all the
files in the various folders and what not.

Then I ran the 'xampp_setup.bat' file.
I tried to then start Apache, but it didn't work

Any idea how to get this to work?
Also will I still be able to run XAMPP on my External USB drive?
