Xampp on dell touch screen

I am experiencing an odd situation where my local wordpress website, which runs on a Dell Inspiron 5410 23.8" Touch and Xampp doesn't respond well on touch and specifically the horizontal scroll lags a lot, whereas when i am loading it from the web, my touch functionalities run smooth. Does anyone else ever had a problem similar to this?
