Is there a way to keep an extra opt-in user http.conf?

Every time there's a new version, those who modify httpd.conf need to tweak it from scratch (for example in order to add Python support - https://community.apachefriends.org/f/viewtopic.php?p=277884#p277884).

Is there a way to provide an always empty (by default) file to add those modifications to?

Kind of like always include this command:

Include conf/extra/enduser.conf

Then don't even contain this file, thus allow those that upgrade to easily migrate their own existing enduser.conf, while others won't care (hopefully it doesn't throw an error if the file doesn't exist).
