unable to setup login data

I'm in dire need of some help. I've installed XAMPP successfully. However, in trying to setup login data and database connection I keep getting the same error message.

Could not connect to the database. Connector returned error message: Could not connect to database: Access denied for user 'fran-hlb'@'localhost' (using password: YES)

I've gone over and over everything I entered to setup for login and for the database, but no matter what I do I keep getting the same error message. I've been reading everything I can find about XAMPP and have not been able to ascertain how to get things to work.

If you know how I can fix things, then please do let me know. Thanks.

Did you create the user fran-hlb in MariaDB?
Is the user allowed to login from localhost?
Is the user permitted to access this database?
Are you sure the password is correct?

I didn't create the user fran-hlb in MariaDB. I haven't see info that I needed to do anything with MariaDB. Can you point me to any easy to read/understand info about MariaDB and creating a user there?
How do I allow a user to login from localhost?
How do I tell if the user is permitted to access the database?
I set up user names and passwords in the form that opened when I opened http://localhost/joomla in the browser.
I've obviously missed something somewhere.
Any help you or others can provide will be greatly appreciated.

Isnt there an installation/setup script for Joomla? There should be an installation documentation as well. Last not least, ask in a Joomla forum, we do not support 3d party tools like Joomla, WordPress etc.

Anyway, of course its insufficient simply to enter a free chosen username into a Joomla config file. The user must exist in your SQL Database. Xampp comes with preconfigured Database "test" and only one user called "root" (which has full admin rights) without any password (empty). If you need to create another Database and/or user, use Phpmyadmin GUI (you will find the link in the upper right top menu of the dashboard, or simply enter http://localhost/phpmyadmin).
