404 error when loading localhost

Hi Everyone

After solving my ports issue I have created a folder under Hdocs called Joomla4.
When I go into my browser ( Edge) and add
localhost/Joomla 4 I get the following screen

HTTP Error 404.0 - Not Found
The resource you are looking for has been removed, had its name changed, or is temporarily unavailable.

Most likely causes:
The directory or file specified does not exist on the Web server.
The URL contains a typographical error.
A custom filter or module, such as URLScan, restricts access to the file.

Things you can try:
Create the content on the Web server.
Review the browser URL.
Create a tracing rule to track failed requests for this HTTP status code and see which module is calling SetStatus. For more information about creating a tracing rule for failed requests, click here.

I am sure I am doing something wrong.

Also get same message if I click on Admin buttom in xampp mysql

That is an IIS Error Message. So i assume to solve your issue you have changed the default Ports for Apache?

Thank you for your detailed reply to my question.
I read both articles and decided to follow the one on keeping the default ports and change the iis.

This worked great, so a very big problem to me sorted and my localhost now working ok
