Localhost works, but not test index.php

Hi,
I've downloaded XAMPP 8.1.4 and install on E:\xampp814 on my Windows 10.
After install, it works fine when loading http://localhost (and auto redirect to http://localhost/dashboard/)
However, it has 404 error page resource not found when testing simple index.php or even index.html in folder test (http://localhost/test/)
I also tried with XAMPP 7.4.28 and 8.0.17.
Please, help.

Something is really weird, but not sure what it is.

I saved index.html in folder dashboard as test.html and put in URL localhost/dashboard/test.html and still get same 404 error.
So I made some changes in index.html but these changes didn't reflect at all (e.g. the page still displays exact same content).
If anyone ever had this issue?
Seems like some settings should be change, but I have no idea.
Please, help.

Thanks for suggestion, but I forgot to mention I already tried that in all 3 browsers Edge, Firefox, and Chrome, but still same issue as no change in index.html in dashboard, and not found test.html in dashboard.
Hope someone can give more suggestions. Thanks.

maybe you have another xampp running by accident?

Or maybe you are using Notepad for editing and accidently save your files as "index.html.txt" and "test.html.txt". That would explain all troubles, as index.html still exists (and is not changed) and test.html is not found. Its a known hassle of Notepad,

Unlikely. Windows 10 Notepad only adds .txt file extension for unknown file types. html is a known file type for Windows.

Thank you all for your suggestions.
I've ended up downloading portable (same) version and work right out of the box.
Now, I remember I've always had this issue and always had to use portable versions, so not sure why portable works but not installed versions??

the portable version does not use windows services.
so maybe you already have a service named Apache2.4 and mysql and XAMPP control panel uses these services instead of the own applications.

Thank you for your suggestion. I will check but really doubt it as brand new computer should not have Apache and MySQL services.
Also, when stopping Apache and MySQL from XAMPP control panel, I can not see localhost no more, so it doesn't seem I have another instances running...
Anyways, I'm good for now with portable version as only need to modify some of my sites locally.
